### Kerala Vigilant Against Drugs: ‘Operation Toofan 2.0’ Inaugurated by the Chief Minister on September 28
A comprehensive anti-drug public awareness campaign, **‘Operation Toofan 2.0’**, jointly implemented by the **Kerala Police and the Local Self-Government Department**, is being launched with the objective of completely preventing the use and spread of narcotic substances in the state.
The state-level inauguration of the programme was held on **Monday, September 28, 2026, at 11:00 AM at A.R. Nagar Grama Panchayat in Malappuram district**, and was inaugurated by the **Hon’ble Chief Minister of Kerala**. People’s representatives, including the Ministers of Local Self-Government and Home Affairs, along with senior officials, participated in the function.
Facilities will be arranged at all Local Self-Government Institutions to watch the inauguration ceremony, which will be **live-streamed through KILA (Kerala Institute of Local Administration)**.
### Major Decisions and Directions
**1. Raising of the Toofan Flag & Pledge**
On the day of the inauguration, the **‘Toofan Flag’** will be hoisted in all Grama Panchayats, Municipalities and Corporations across the state, along with parallel programmes. This will be followed by the **Toofan Pledge, awareness classes and video presentations**.
**2. Toofan Warriors**
At least **10 volunteers from each ward** will be selected from among employees, Kudumbashree and Haritha Karma Sena members, students, youth, teachers and pensioners. They will be designated as **‘Toofan Warriors’** and provided with badges.
**3. Toofan Grama Sabhas & Jana Jagratha Committees**
Special **‘Toofan Grama Sabhas’** will be convened at the ward level. Police personnel and Toofan Warriors will be mandatorily included in the existing **ward-level Jana Jagratha Committees**. Potential drug-related **hotspots** will be identified and continuous monitoring will be ensured.
**4. Extensive Public Awareness Campaign**
Various awareness and public outreach programmes will be organized through Local Self-Government Institutions, including **rallies, street plays, flash mobs, cycling/skating rallies, wall paintings, group discussions and awareness camps for parents**.
**5. 12-Month Action Calendar**
**‘Operation Toofan 2.0’ is not merely a one-day programme.** Continuous preventive activities will be ensured through a **12-month action calendar**, **District Toofan Care Committees**, **Toofan After-Care Homes**, and **Toofan Anti-Drug Clubs in schools**.
